Can't Purchase Crowns Through Steam

In the past, purchasing crowns has been fairly painless when playing on Steam. Now I cannot purchase Crowns at all. I am directed to the purchase page and can purchase Steam Wallet funds, but there seems to be no way to move these funds into ESO itself in the form of Crowns.
There is no CD key option on Steam via the library. Additionally, in the past it has not required such info anyway, and I only know about it because I have searched the internet for solutions before posting this. I.E. there are no options for me to take to move funds from Steam into ESO, and the fact that the process is seemingly inconsistent is frustrating. I really just want to buy stuff from the Crown Store and I cannot, while in the past I have been able to without issue. Has something fundamental changed in the way accounts work? Let me give you the monies
