Random FPS spikes - Tried everything

Hello guys!
I really enjoy playing this game but i keep gettin random fps spikes - Like im at 88 fps and then *BUM* go to 30 fps or lower for a couple of secs then it goes back to 80 fps.
I dont know what might by causing this... Tried most of the things i found online and nothing seems to change!
My specs:
Desktop
Ram : 8g
CPU : intel core i5-4430 @ 3.0Ghz
Gpu : geforce gtx 650
OS: W10

I dont want to play the game at 80++ fps i just want to balance the drops and make them more stable i wouldnt mind playing at 35 fps if i didnt have random freezes evey 5 mins!

    Yesterday on PC-NA doing the Wrothgar Nyz world boss; the entire group experienced a drop in FPS to 1 and 0 twice. People were asking in group if that happened to everyone and it did.

    Also, still getting FPS drops from 75 to 10 or 60 to 10 every minute at times.

    @ZOS_GinaBruno and @ZOS_JessicaFolsom can we please get some attention on these FPS issues? Thank you.

    Before they released imperial city last year,i was playing eso at 30 to 60 fps.

    My system is i7 920 2.66 mhz cpu,8gb ram,amd 7870 gpu.

    Once imperial city went live,i was getting 30fps dropping to 20fps,and the load times were insane.

    So i went back to playing gw2,which plays fine with 100s of people on screen.

    Last week i see they released a 64bit client and dx11 for eso,so thought they must have fixed the framerate drops,i had 6 months ago.

    So playing eso today its far worse than its ever been,now im getting very bad stuttering in the framerate,fps between 30 fps,down to 2 fps.

    Nothing has changed on my pc,i can play the witcher 3,dying light at over 40fps with no big framerate drops.

    So im guessing the latest patch has broken some thing,hope they can fix it,we will see.

    Also affected by the fps drop issue. Even in the most empty spaces where i usually get 40+ fps on ultra... all of a sudden i get 10 fps. Checked cpu usage. One core 100%. The rest around 30-50%. GPU usage also around 60% and never got over 70 80%. FX4100, 8GB, GTX660.

    I get the same thing, it's worse in Orsinium for me. My fps drops from the usual 30ish down to 5 fps or lower at random times.
    Using Windows 7, 64 bit.
    Graphics: AMD Radeon HD 6670
    8GB Ram

    I'm playing in the first, least populated zone ever, Bleakrock Isle... almost no mobs, no npcs, just few people.

    FPS goes from 60 to 10 just looking around.

    If you nave NVIDIA, revert to just the previous driver.

    I had the same issues after the TG patch > low fps around 15 (anywhere in game), alt-tab out, then alt-tab back to the game just a second later and fps is back up to 80; zone to anywhere, and it starts over again. I just had to multi-alt-tab all day. Then, I read about reverting to the previous driver and it worked. Now I get stable, 50 to 80 fps anywhere.

    Hope the devs are looking at this.

    I have posted about this exact same issue many months ago.

    Always the same pattern, everything runs smooth, then all the sudden fps drop to 10 while one CPU core shoots up and is flat maxed at 100%.

    My conclusion at the time was that one of the worker threads gets in a state where it "hangs" inside a tight loop eating up 100% of the core it's running on.

    I did a more detailed analysis back then and forwarded it to ZOS, never got an answer back ...

    Any stable nvidia driver recommended? Also what OS? Atm got issues on win7x64

    I had these 353.62 i went to the latest ones ... still problematic. :)
    Also I had some much older nvidia Drivers I used to play ESO with at launch and they are making issues too...

    Also unistall all older drivers

    me2. tried to roll back from w10 to 7. not working.. tried to reinstall game, not working. gonna test new driver now

    so.. install driver sweeper guys. remove all. install 358.50 nvidia driver. everything run like a charm

    The issue with framerates dropping to 10 and staying there for a few seconds before going back to normal affect both AMD and NVidia hardware, going by reports on these forums and my own experience it seems to be an issue regardless of choice of CPU or GPU.

    Add me to the list of people still affected even with the new 64 bit client and latest minor patches. AMD FX-6350 CPU, Radeon R9 380 GPU, 16GB system memory, AMD 990FX motherboard chipset, rock solid internet connection.

    I was able to max this game prior to this latest patch. Also I noticed something funny with the coding is happening - there's a huge delay as I'm typing this, as though the CPU is capped.

    I have them too, and I suspect it's a memory leak that's taken hibernation in the game engine. I've experienced them in the strangest situations, per example I stood in the Thieve's den and looked at my achievements, determining what I had to go back and do. Suddenly my FPS dropped from a stable 80 to 8-9, and it lasted for 5-8 minutes then it was gone.

    Same yesterday, was at a crafting stating, doing nothing but refining and upgrading items, boom, FPS drops to 8-9.

    I haven't experienced them too much before, but after the Thieve's Guild DLC, they've become increasingly frequent, and they seem to appear in random.
