Changing Graphics settings causes crash

Since the new patch I'm unable to increase/decrease my Graphics settings it's possible it's an issue on my end and I intend to uninstall and reinstall in case any thing was damaged.

That being said I know it's not an issue with my system, is any one else experiencing this?

I am......I like to drop qiality for Cyrodiil zergs, and then raise it for PVE.....now every time I change I have to restart
