Quest problems with Master of Heists and Dark Moon Jaws

I entered help tickets for technical issues with two quests. Master of Heists is a quest where I am unable to see the initial quest notice. I am qualified to get the quest but I can not see the initial note which provides my character the quest. I know that I am eligible because I have been doing the quests with other players and one of the other players could pick up the quest and I can not. The response to my ticket was some generic nonsense about getting step by step help from the forums or outside sources. I would love to actually need step by step help but that would require me to actually be able to pick up the quest. Maybe the forums will actually get me some support on this. My character although qualified to get the quest can not interact with the note that provides the quest. The generic response would only be helpful if I could pick up the quest.

Dark Moon Jaws quest is the one that takes you from Hews Bane to the Maw of Lorkhaj trial. This is a simple quest where the only step is to talk to Bakhun when you arrive in the Maw of Lorkhaj. Bakhun does not appear for me, this may be because I have completed the non-veteran version of the trial. But once again, I received the generic response to my ticket telling me to get step by step help from outside sources. Not useful in the least.

Hopefully putting this in a forum post will get me some answers.

I was able to accept the Master of Heists quest. The note from Velsa reappeared after completing a quest in the Thieves guild line. So, if you have problems picking this up complete more quests in the Thieves guild line.
