At what level can I do thieve's guild?

If I sub to be an eso plus member today, what level do I have to be for my characters to do the thieve's guild stuff?

As far as I know, any. Maybe above level 6, or something similar, but I'm not sure. In practice, content is aimed at players who have a solid grasp of the game and its mechanics. That's not so much a character level issue, and a player experience issue.

It'd be a little more helpful to know what your highest level character is, to say if you're good to go.

One last question: Are there any lewt rewards you get like weapons/armor that scale to the level you did it at? For instance, I could either do it at v15 for an awesome v15 weapon, or do it at level 20 for a level 20 weapon that I'll replace eventually?

On PTS I did the first couple of quests on a brand new level 3 nightblade... It was totally doable (although naturally it's easier if you're higher level and have more skill points & better gear).

Yes, there are. Most of the quest rewards are containers holding gear from several new dropped sets. They scale to your level. If you wanted to you could hold on to the containers until you're VR16 and open them then to get max level stuff, but odds are they'll fill up your inventory long before then.
