all the mat vr 16 including runes

    If your a lvl 50 crafter you can find those nodes in Cyrodiil. Only zone I've seen them in besides the dlc ones.

    problem about cyrodill is if you have low latency like me you will get kick out as soon as possible

    that's why I can't get any MAT vr16 in there

    correct, but also can be deconstructed from chest drops (v15+v16)
