FPS drops when logging in/ zoning

I am seeing a FPS of ~10 when logging in. I can "fix" it by dropping to a lower resolution and then changing it back to what I normally run at (1080). However, every time i zone to a new location, the FPS drops back to ~10 (and again can be "fixed" by changing resolutions). This started happening Sunday (03/13) afternoon.

WIN 10 Intel i7-3770K@3.9 GHz Nvidia GTX 680 GTX 4GB 16GB RAM (drivers up to date/internet speed test good)
