Thieves Guild Last Quest

I have completed the main thieves guild quest except the last one. But I can not find the giver of the last quest. Is there something i dont know about that?

✭✭✭✭✭When your Thieves Guild skill line is high enough (now I can't remember if it's at TG level 9 or level 10) there should be a note sitting in the cistern with the quest giver arrow over it. This will kick off the final quest.
