I was just kicked to the menu and was unable to log back in until I agreed to terms and conditions?

Did this happen anyone else?

    I had to "agree" all over again when I first logged in after patching.

    Yes, it is part of the Patch today. The game updated, so it kicked you out as you were on the "older" client.

    The TOS updates were for Fallout 4 and Mods, nothing to do with this game. It's a Zenimax thing.
    Enjoy the game, life is what you really want to be worried about.

    Would have thought it had something to do with Fallout 4 DLC rather than mods.
    Pretty sure Beta is this week -- they just released the trailer.

    No, you had to agree to the terms of service when you first started playing the game. Probably not since then though.

    The PC patch came with new ToS today - maybe they pushed out the new ToS to consoles today as well, even though they don't have a patch?

    If it is tied to Fallout 4 DLC/Mods as suggested above, this would make sense.
    Console versions of Fallout 4 got the patch that allows DLC to function on Friday.
    They had planned to start the beta for all three systems simultaneously, to my comprehension.
    So if it was a terms of service change that impacted the whole company, console users would have to agree now, even though nothing is going on in the ESO console world at the moment.
