The TOS updates were for Fallout 4 and Mods, nothing to do with this game. It's a Zenimax thing.Enjoy the game, life is what you really want to be worried about.

If it is tied to Fallout 4 DLC/Mods as suggested above, this would make sense.
Console versions of Fallout 4 got the patch that allows DLC to function on Friday.
They had planned to start the beta for all three systems simultaneously, to my comprehension.
So if it was a terms of service change that impacted the whole company, console users would have to agree now, even though nothing is going on in the ESO console world at the moment.
