Will there ever be new active skills?

It's been 2 years and there hasn't been really improvement to uniqueness in character combat. Everyone will just get the main Passives that are needed.
If ideas is what you need:
There can be element attacks or spells for weapons
Say if someone wants to be a ice knight they can focus on learning spells from that tree. Etc.
Everywhere I go in the game I see the same skills for a NB. After playing for months you would assume that your characters ability to fight would reflect how long you've played.
But it's gotten pretty boring using the same spells.
It also seems that the choices you make are mostly for pvp. It's almost unfair, as a video game company you should have a team that can design active skills that can resemble affects of others but look different. Why is it bad to have something almost do something the same as another skill bad?
We are already limited to 5 moves 1 ultimate. And our second skills have to be on a different weapon if not the same but still another set of the weapon. If we grind we want to enjoy looking at our masterpiece character. We want to have a reason to become stronger with our skills. Give us more of a reason to choose a different skill from someone else. Allow us to become more unique. I can come up with so many ideas and skills that could be balanced. And I'm pretty sure so many people out there can.
ESO has potential to increase its player base.
Why do game company's have a hard time understanding what could help the game. Yet they only focus on one part of the player base and divide us.

1 thing could help players continue playing.
And that is making the thing we do most in the game more fun!
Also if you want to add more ideas allow some quests for future dlcs to have a active skill as a reward.

ex: helping a wizard that studied fire > finishing the quest> he then teaches you a fire move like //making a symbol on the ground with fire that gives you a small buff for fire based abilities//

I really enjoy playing this game, and it drags me that we are limited to 3 classes with a few extra world skill trees. Where everyone would use the same skill. We fight every minute of the game. Give us more of a reason to enhance our characters in depth.

Skills
>more morphs(at least 1 more morph)
>spells for weapon users

If a DK wants to be more stealthy he can but he is using up a slot for his play style. He won't be able to burst you, he has to be 1 or the other. If you have a group great work together if you're solo most of the time then build the way you like and have fun using your character.

With so little skills metas are being created where it leave little to no room for diversity.

Just a thought...

Will there ever be new active skills worth using?

How long 2 more years?

Will it be worth waiting and doing the same every minute?

Making the game more unique towards the player will bring back the player for more.

If Spellcrafting shows its head, then that will include new active skills. Otherwise? No idea. Maybe with new classes, though as @M0bi pointed out, that could be a couple years away.

They have spoken a few times on ESO live about new skills or skill lines, including racial ultimates.

I think right now their focus is on balancing what's already there before adding anything new in.

Yeah I'm aware that they have mentioned it.
If balancing is what they're doing, then they're going to be there a long time.
I would assume from what we know, it's going to be a while before we see anything.
There might also be a chance that balancing results will need balancing again.

Why is balance and development mutually exclusive? Won't the introduction of other skill lines require balancing anyway?

Conceptually you can think of it as the difference between building a house of cards, and building a house of cards in a minivan driving down the freeway. Adding new mechanics and systems into a game while attempting to balance what is there is much harder than doing one, or the other.

hum... i always wanted a frost/water skill line in eso, there is no class that comes with it, at moment we have 2 fire classes and one specialized on lightning. it would be cool to have a necromancer using frost/summon skills

Considering that balancing an MMO is a forever ongoing process.

Let me try and guess what you mean, which i hate to do, but am forced to try. You are saying that when balancing something its harder to do so when you add new elements into it, I agree, but it won't get easier to balance if you wait 6 months.

I am unsure how big the development team is, but i'd wager they are developing and bug fixing as we type this, right now.

Here are some random thoughts and opinion in no order:

If they wait till everything is perfectly balanced before adding anything new they will have lost a lot of customers. Perfect balance will never be achieved unless all classes are homogenized and have no variation. That doesn't sound fun. Rock paper scissors yo.

Having to slot abilities that add major/minor stat buffs eats up limited skill slots and isn't fun. Add some of those buffs to gear.

Every class ends up using very similar skills. Why is there classes again? Who thought of these classes? I digress.

New content is great and all but isn't very fun when you have been pressing they same couple buttons for years and years. (omg that steel tornado was sick!) (omg 2 shot wrecking blow lol)
Some will stick around, some will leave for more interesting gameplay. (skills)

Add new class(s) or some new skill lines. If you want more of my moneys at least.

New skills/skill lines would be rad.

They added a new skill line w/ Thieves Guild DLC, but neatly avoided having to balance things by making them completely non-combat in function. Imagine how cool Thief/Stealing/Rogue-ish themed skills for combat would be! Much disappoint...

I doubt we will get new active skills this year and even if we did it would have to be free or everyone and there grandma would yell it's P2W so I think Zenimax is just holding off. But I hope we don't get new skill lines I would like them to try and do some serious balence changes to the one we have now.

A while ago there was a lot of hype about the introduction of new skills via spell-crafting. Some players even datamined the new skills that were supposed to be introduced, you can see them here on Reddit or here in this forum thread. The developers even went as far as presenting the system through a really cool video at QuakeCon in 2014 (you can see it here on YouTube).

Unfortunately, at the beginning of this year they said that spellcrafting was placed on the "backburner", so we definitely cannot expect it at any point in 2016. Hopefully in the future, if the Divines will it. They said that adding spellcrafting made it very difficult to balance the game, so I would imagine that would apply to any kind of new active skills.

I hope that someday they will add more active skills, one way or another.

Of course, I would hope that maaaybe they picked up on my ideas in how to add them... like...
    http://forums.elderscrollsonline.com/en/discussion/240186/class-morph-idea/p1
    http://forums.elderscrollsonline.com/en/discussion/259011/additional-weapon-skill-ideas/p1
...that would make me feel pretty nifty... ;)
There are some other ideas I have not worked out yet I'd love to see... bardic guild and musical instruments, guild mastery... even passive skill lines like religious...

But bottom line, new skills to learn would breathe more life into the game. Would get old characters playing again to try out these new skill lines, and would allow more character diversification (especially if there was more you had to choose from - like my class morph idea with the "pick one out of three" or the guild mastery idea with "master one guild only", or the religion idea with "pick your diety"), thus make things more interesting as players tried out new combinations and approaches... and way more fun. Heck, it would be great for both old and new players... old players would revisit all their characters to "refit" them with the new skills, and new players would have way more game enjoyment until they hit the "seen it all" point...
