"BUG" Thieves Guild Quest - Honor Among Thieves - Loose End

This quest did not proc. I am level 12 Thieves Guild. I have done all the quests including the main. The NPC's in the Den who give this quest are no longer in the Den. They do not show up at any time. I have been hoping for a proc now for the past few days. There have been many who have completed this, however I cannot.
Here's hoping for a fix for the next patch tomorrow. There have been others with this bug, but not many from what i can tell. If you do have this chime in so they will take a look at it.
