Restoration Staff Skills

PC NA DC Lvl17 Sorc Breton

I've been playing damager but after a very bad run in Spindleclutch I think I should start practicing healer.

I have a couple of restoration staff skills, but they always seem to be greyed out. What's going on?

This might be a silly question but do you have the resto staff equipped? You can't use weapon skills unless your actually using the corresponding weapon type.

Can you benefit from the passive skills of the Rest Staff when it is not being used? I thought you could.
