Thief troves and treasure maps

In thief troves you can find treasure maps for locations all over Tamriel.
Was it intended to be, that those treasure locations give you armor with a level of the specific zone, instead of armor and weapons scaled to your character's level?
Does anyone know?
As VR16 I don't have much use for VR1 armor set pieces

It has always been like that. That's why you only need maps for zones with appropriate levels.

I do find this a little annoying. All of the maps I am getting from troves in the last cadwell's gold zone (VR10-11ish) are for VR1 zones. I wish they would at least be closer to the level of the zone you get them in.

So far I just got Cyrrodil maps. Well, not really maps even, but drawings of a landmark or a landscape with an arrow pointing to where to find something in that location.

Get the add on called Lost Treasure. Int will put a red X icon on the map exactly where the treasure is located. works great for writ node locations too!

Or... just sell them on the Guild Trader and makes lots of gold.
