Thief Artifact not Spawning

I am on track going for the Master Thief Achievement.
I took some time looking for the 'Deshaan' Artifact, couldn't find it anyway so I decied to become the scum of the earth and look it up. I have gone to the exact location yet it has not spawned. I've reloaded my game but it will not appear.
I am on DC EU Megaserver. Not sure if it is just me if whole sever it is bugged for.
