It's better, and won't be better until the skill is designed without a cast time. Even in pve, the damage is structured to come in bursts and your heals need to be immediate; this is even more true in pvp. The BoL nerf would have been not as big a deal if we could actually use ritual to group heal...

the skill remains completly useless in the game aslong as not atleast two of these things have been erased:
- casting time
- being ruptable
- being snared while casting
- horrible radius
so e.g. change it to be unruptable while not snaring you during its castingtime, would atleast allow you to stay close to your groupmembers while casting it, as you can keep up with their speed.
or significantly reduced casting time (not this TG shenanigans reduction...) with increased radius(28m) would atleast allow you to reach your groupmembers while moving around you with mach2 while you try to be faster than the slug ride beside you while you try to stand under the enemys radar as you are still vulnurable to rupts and cc.
