Anyone know when it's going to appear in Cyrodiil? I can't figure this GMT out.

So the patch notes say:

00:00 UTC/GMT on Friday nights

Now you need to figure out what time zone you are in and what the offset from UTC/GMT is. For example, I'm in EST (Eastern Standard Time) and if I Google for "est utc offset" I quickly find my offset to be -5:00. Which means that by my clocks the vendor will appear at 00:00-05:00 = -5:00 = 19:00 or 7pm Friday night.

If they always appear at the same time every week, isn't that going to be a bit of a nightmare for people with regular schedules that mean they are always working/asleep/other during that time?

They're there for a couple of days. If someone really can't find 5 minutes to log on and check the vendor over the entire weekend, then that person probably doesn't ever have time to play anyway, and wouldn't care.
