How Champion Points affect on Attribute Points

I know that spend Red, Green or Blue point gives some small amount numer to Max HP, Stamina or Magica.
What is this numer?
This is "flat" number or it is modifited by racial passives?

    On my current browser I can't read the equation, but I believe it is the following equation [ 1+((x^0.56432)/100)] where:

    X= Champion Points in the corresponding tree i.e Blue, Green Red

    So with 167 points in the Mage tree. 1+(167^0.56432)/100= 1.179, or an 18% modifier to your magicka pool.

    At the current CP cap, it appears players have approximate 18% increased stat pools.

    This multiplier is applied to your Base Stats, Attribute Points, and Gear (Max Stat Glyphs and set Bonuses) put prior to any stats added by Food or Mundus. Racial passives are applied after everything including Food and Mundus.
