The PvP ranks are something that are earned and not cheesed. Even though we both dislike some of the issues the game presents us with: both of our guilds are able to adapt in ways that do not hurt other players or diminish the achievements that are earned via hard work. If this player goes unpunished it is a symbol that the ranks are worthless, that does more to hurt the integrity of the game than any bug issues.

We used to have "suicide resources" for "blood porting" before forward camps were removed in 2014. For example, AD would intentionally leave the mine @ Black Boot under control of the enemy so we could intentionally die to the guards.
A certain NA Grand Overlord would literally spend all day in such suicide resources soaking up free AP. That's how much ARs mean.

As a player I feel I have a responsibility to protect and promote the integrity of the game as much as the developers are not only morally but financially obligated to do so. When you care about something you feel that it is your responsibility to protect it. This is a responsibility that I do not take lightly and it is regarding this responsibility that I am writing to you today.
In PvP, the competition for leaderboard positioning can be quite fierce and tensions can run quite hot between players on all factions. It has come to my attention that a player on the Ebonheart Pact Faction of PS4 has been cheating in order to boost his Alliance Point gain in the Thornblade Campaign. This player is the #1 spot on the leaderboard as of 10:18PM EST. His name has been reported to you by several witnesses, concerned players, and secondhand witnesses of the cheating. His co-conspirators have also been listed along with this ticket.
At several points during the last 24 hours he has been conspiring with other players on the opposing faction, to run to him, and stand by idly while he kills them, gaining AP. This player along with his co-conspirators are ruining the integrity of the game.
I ask you, I beg of you, protect the integrity of the hard work and effort we put in to climbing the PvP ranks. PvP is all we have. There is no skill line incentive to push for emperor with the removal of the passives and while it is not always a reflection of skill to get #1 on the leaderboard, the integrity of that institution must remain intact.
By not punishing this player and removing him from the leaderboard, it sends a message to all players: that PvP is just an empty promise. We work hard for our titles, it is not just emperor which is sacred and holy; it is the time and effort it takes to reach a higher PvP rank. If there is no punishment, no standard to which we hold ourselves to, then there is no reason to play the game. I do not wish for this player to be banned from adventures in Tamriel, only to be made an example of in terms of his current and fraudulent AP generation. I do not believe this player means harm but is only blinded by greed and deserves an opportunity to learn from his mistakes.
Please do not let this go overlooked and help us, the players, protect the integrity of the game by all means at your disposal.
