Would NM's 5pc bonus of reduce targets armor stack with major and minor fracture?

It will continue to reduce until the target is at 0 armor. So it depends on how much armor the target has.

it's a passive bonus that stacks with any other buff or debuff i think , because all other crafted set bonuses also stack with the weapon buffs eg. weapon damage on set and major brutality with weapon or class skills do stack as you can see on character sheet

the bonus does not stack. well i believe this is the case.

you can stack major minor debuffs with this set. i dont think this set itself stacks though.
