How can I get this achievement if the only NPC standing in Hew's Mane, the ugliest argonian that I've ever seen, doesn't move at all? She's always sitting in the same bench/chair with her fan in hands, thinking how beautiful she is and, even hidden, behind her, I can't pickpocket her because it says she's aware of my presence.

I tried to vanish using the new Rogue Stealth Potion so, theoretically, she wouldn't see me coming, but nothing changes

Look for a "window" of opportunity:



I had to jump onto the table and then jump into the windowsill which seemed to be the sweet spot. If you still have trouble with that, another patron will walk through the tavern if you wait long enough. They walk through pretty fast so the window of opportunity is short.

Vendrath's suggestion worked better. There is a very specific position you must stay to her left to remove the awareness. Now I've got my achievement

yes just like what he/she said, but in my case i have to get realy close

like you want to embrace her from behind

Necrelios' advice helped me, was too much of a pain getting behind her

Yeah, that one's almost impossible and frankly poor design. Every so often a guard walks through though, so you could always try to get the achievement by waiting for the guard and pickpocketing him.
