Are CP account bound or character bound?

Alright, let me go into more detail. I know that when you gain CP it is available to all your characters. So my question is, if you deleted your character with the most CP would the CP just go away? Or is it bound to your account?

✭You don't technically have a "character with the most CP." How it works is whenever a character on your account that is vr1+ gains champion experience, it gets added to your entire account's pool.- Are you interested in Crown Crate item drop rates? Thats what I was unsure of, I knew that champion points were shared between characters.
