Trespass Area Issues

I'm simply giving my two cents on what I feel is a major issue regarding Abah's Landing and trespassing in general. I'm not asking for changes to be made but merely providing a little feedback, as I understand what I'm about to critique involves a rather big change were it to be implemented. I'm primarily annoyed with trespassing areas, more specifically with the frequency of idiots who just run through an area, kill NPCs and kite guards to me while I'm lockpicking or have nowhere to hide, thus giving me a bounty. In the space of three minutes I ended up with a 600g bounty because morons sprinted around corners into guards and decided, for some dumb reason, to run and frog-leap over me to escape.

There are way too many people who just run through an area, blindly killing everything they see or constantly attracting the attention of the guards. I haven't complained about much but this breaks the enjoyment of stealth areas for me. I'm unable to enjoy what was such a good part of Skyrim and previous TES games due to a large part of the community. The trespass areas should have been instanced to the player from the start so you don't run into these problems.
