Lockbox Quests

Everytime I try to do the lockbox quest for the thief's guild in the lower level zones there is never one available. I have literally spent 30 minutes just now going through every house in every city in glenumbra to find exactly ZERO lockboxes. Please buff the amount of lockboxes available or their respawn rate, because as it stands its nearly impossible to find one. I want to point out that i have not had this issue with the high level zones, assuming because there is low population there.
