It's good to know that you're using a dx11 card and you'r enot experiencing a problem but quite a majority of the community does.
So please spare us your brown-nosing and only offer proper problem solving advice.

And there are many other mmo's that keep these setings optional.

The choices zennimax/bethesda made were in bad taste and not customer friendly and partially under false pretense.
For any copy currently stocked in stores all state that it supports dx 9 to 11.
Which in fact it only supports dx11 yup totally legitimate marketing.

Sorry to disappoint you, but I just started playing ESO about less than a month ago, and had been following it since launch. The DX9 discontinued support is truthfully annoying for many, but it's been over 6 years since DX11 came to be. An MMO is at its core a game. And just like other games, MMOs are not obligated to adhere only the hardware it launched with. Get over it. I pity you for now being able to face such encounters with reason. As far as I, and many others, know ZoS had been planning this change for about a year. It had been communicated beforehand. Yes, many MMO's still support older DX, and that's precisely why many of them remain in the same place, locked in time. You call out WoW as a shiny example? They struggle to offer new and innovative features precisely because they're catering to a community of generations past, where compatibility is key. DX11 has been out since 2009! That's over 6 years. In PC Gaming you tend to need to upgrade hardware every 3-5 years to stay in the mid-high range.
Just because ESO is an MMO doesn't mean it needs to remain locked in time with the hardware it supported at launch. You want a better experience in a game? You upgrade as the game upgrades. Otherwise you play one of the MMOs that stick to their own community, in the past.
ZoS won't change a thing, and I'm sorry we can't all run modern games on decade old hardware, but that's technology for you - deal with it.
