New AP vendor change?

Am I reading the TG DLC live patch notes correct (found here: http://forums.elderscrollsonline.com/en/discussion/251063/pc-mac-patch-notes-v2-3-5#latest)? Is the new AP vendor, the one that will sell helm sets and the new pvp sets, now only coming once per week?

If so, will his inventory be locked all weekend or will it change once or twice during the weekend?

Its probably going to be locked and he what he has that weekend will be it till next weekend it will probably be similar to Destiny.

That's how I interpret the notes. Just asking because, if I remember correctly, we were originally told to expect him twice per week.

The inventory is locked. They turn up on Friday and leave on Monday.

It was changed during PTS testing a few weeks ago ...
