Studdering / 10 minute load times (without mods)

Ok. Having two issues (and this is without mods). First off, it takes up to (or even at) 10 minutes to get from after logging in to loading my characters, and another 10 minutes to get into the game world. That's 20 minutes of loading time. Why..?

Second issue, I'm using the minimal of graphics as possible, and I'm getting a lot of micro-studdering. It doesn't matter if I'm moving or not, I can definitely notice it and it's killing the immersion. Again, no mods. Completely vanilla.

Computer specs;
OS: Windows 7 x64 SP1
CPU: AMD FX 4350 Quad-Core
GPU: NVIDIA Geforce GTX 750Ti (latest drivers)
RAM: 8GB
Running the game at 1024x768 (Windowed Fullscreen)

Did the developers change the minimum system requirements on me? 5 months ago, I wasn't having these issues. Now I am.

EDIT: I fixed my issue after looking around. Thankfully there was a fix. As for the 20 minutes of loading time, there's really nothing I can do about that.
