How, at campaigns end, do I withdraw from that campaign (and not rollover back into it)

I have a number of characters in a number of alliances. You cannot have have alternates from different alliances inhabiting the same campaign. Sensible enough, I suppose, but inconvenient. Anyway, that is another topic of debate so back to cases. Once a campaign ends, is that alternate now in Cyrodiil campaign limbo? For my account player management would be great. Or does that character automatically rollover into the next campaign such that I must take action to remove it from the campaign?

In that past, I only had once active character and this was not an issue. If memory serves, if I wanted to indulge in PvP I think I was able to just carry on in the new campaign cycle without having to take any action. Which was fine under the circumstances. Now that I am maturing some of my alternates it has become problematic. I certainly do not want to pay that onerous AP penalty for withdrawing from a campaign when all I really want to do is sideline an alternate whilst I level up the current character in a given campaign. And as other characters progress I must avoid getting caught in vicious cycle of musical campaigns.

Bottom line is that once a campaign cycle completes, I want that character out all together and on the sidelines. How do I do this? Thank you.
