Does, "Restores 3[x] Stamina to player when damaging an enemy with a melee attack" apply to bows?

Bow skills don't count as melee attacks. But if you use a melee attack like surprise attack with bow equipped, you will restore stamina.
In general melee attacks are defined as skills that cost stamina to use and have a maximum range of 8m or less.
