It really doesn't fit the race the slightest. It is part of the lore that the Altmer are absolutely obsessed with perfection and aesthetics. I can't imagine that whoever came up with this design knew anything about the race.

Why are High Elves so bad at stitching clothes? I would've thought they would be one of the ones to be more elegant with more delicate and fine stitching and patterns. But apparently they can't even sew a Breast area or a Robe properly. These really do make the armours look shabby and bad, not like well crafted expert adventurer or warrior armour.
