Depends on what you are doing?

There is no right answer really. Some players like small scale PvP or solo play. Some like large groups and large battles.

Personally, I prefer small group play. Tho, I do not mind large, 24 man groups, or even playing with a couple coordinated groups, provided they are all working together towards a common goal, tactics are used, and I am playing with friends and guildmates within that group. I hate zergs, just for the sake of zerging, or those zergs that just try to throw as many numbers at a situation as possible...no fun to me.

I think ZOS needs to find a way to fix the performance so we can have the large scale battles they advertised.
    Then it's a non-issue.

Personally I enjoy smaller groups, anywhere from 2 to 12. Normally I'll play with a larger raid, 16-24, once a week for "drunk raid night". In such case the more the merrier.

Small group of 2-6 for causing trouble. 6-12 for more serious stuff like taking keeps and defending.

Though the actual epic battles where it seems two entire factions are at a keep are kind of fun too, even though it tends to be laggy and gets a bit frustrating.

    Thats a really broad question.....

If I am doing delves and quests in cryodil? Maybe 2-4?

If I am capturing castles and keeps, then a group around 20.

Sometimes a couple of groups of 20...

Really depends. You need to play Cryodil a bit and see what its like.

One group of 24 will be split into two groups of 12 in that case. What exactly is the point?
No group size limits are going to stop people from grouping up and zerging. Most of the times the large zergs aren't grouped up anyways.

Zerging is problematic when it is organized. The pugs are not the problem. But when 24 ppl with voice comunication stack and move on the crown, then they are OP and if you want to counter them you need at least 3/4 of their size because of the AoE caps. If the group size is 12 and when a fight start it will be much easier to separate ppl and kill them

I prefer 24 if doing map control. Sorry, make fun of zergs, but zergs control maps.

I love running with 12-14 though. Much more intense, you feel like you're contributing more, and you spend less time shooting at walls.

I love taking undefended outposts on the other side of the map with 6 man battering rams and then defending the outpost from the hoards trying to take it back.

you know there is Guild Chat that you can use to work around Group Chat right? 5 groups of 12 in Guild Chat will still be a coordinated Zerg. Theoretically you could have 100 solo players in Guild Chat coordinating their efforts to gank the Zerg. I just do not see how smaller groups will solve anything
