Lol CP is account wide once you hit 50 every character will have the same amount of cp new or old. Open up the champ tree and use those unspent points..
You should have the same amount of cp on each character, where you place the points on each is seperate.
If this isn't the case I would contact support.

Originally it was, probably, an attempt to keep us from rolling up a bunch of crafting mules and collecting crafting boxes on all of them. Remember, originally, the materials scaled to the character opening the container they arrived in. So you could get characters to the point where they had hirelings, then pass those cases to a character with 3/3 hireling, and open them there for the full drop list.
It may have been also intended to keep us from using extra alts as spare bank space. With the Crafting Materials going into a dedicated bag from DB on out, there's not much reason to block us on that front, anymore.

I am familiar with how to use my CP points,but as I said,they arent going account wide for me. I guess I'll be contacting support then. I have never given it any thought until now.I've been playing since the very first and never noticed anything was off when they introduced the CPs.

Zenimax really seemed to be afraid of trying to improve on old and tired systems when they developed ESO. Just look at the inventory system and you will understand what I mean. Can't find it right now, but I distinctively remember reading a big outcry of joy about it somewhen in mid january or so... a mention of more character slots becoming available for purchase in the future, maybe somewhere around Q2 in ESO live 01/15 seems the most likely culprit?can you link here where you saw this announced?
I never saw Zeni confirm it will be introduced...
