Could vet levels push toons to vet content in home faction?

I like my home faction zones, but at V16 there's no point to go back since lvl 20 zombies aren't that much fun to farm around.
In a future update, what would the feasibility be of pushing vet players onto the vet layers that we see in Caldwell's Silver and Gold for their home faction? Or maybe a layer where all regions scale to v16? This would keep the content more challenging and fresher.
(Yes, I know vet levels are about to go away...I'm using those as the current reference point.)
