Is magika for class spells and stamina is for weapon abilities? Is that how it works?

So I am wondering if you want to use all your class abilities must you focus on magika but if you want to use your weapon skills more you focus on stamina?

if this is so what is best for each class. I am interested in Templar and Dragonknight

stamina is for spells that use stamina.and magicka is for skills that use magicka..there are alot of class skills that use stamina for each class except sorcerer..

Redguard, imperial - for stamina builds
Altmer, breton - for magicka builds.

Class doesent matter cuz each class has Stamina AND Magicka Meta build...

Originally yes, now however some class skills will have stamina based morphs.

    Class Skills:-
    Basic: Magicka
    Morphs: Magicka/Stamina

    Weapon Skills:-
    Melee/Bow Weapons: Stamina
    Staves: Magicka

    Guild Skills:-
    Fighters Guild: Stamina
    Mage's Guild: Magicka
Undaunted Guild: Mixed Magicka/Stamina (some choices only via morphs)

    Alliance War Skills:-
    Varies Magicka/Stamina

    World Skills:-
    Vampire: Magicka
    Werewolf: Stamina
    Soul Magic: Magicka

Additionally ultimate skills will scale their damage off your Spell Damage/Crit or Weapon Damage/Crit whichever of these is highest on your character.

Also the base damage of all magicka/stamina skills goes up dependent on your resource pool for that type, so for example if you have 20,000 magicka all your magicka bases skills will do more damage than if you had 10,000 magicka.

    *Edit

As for best race/class that's somewhat dependant on how you want to play the character. Redgards and Bosmer (Wood Elf) are better for stamina based characters, Bretons and High Elves better for Magicka, Imperials and Argonians for tanks (though Argonians get a lot of stick for their bad passives), Dunmer (Dark Elf) are in the middle somewhere but make great Dragonknight DPS due to their bonus fire damage. Khajiit make good stamina nightblades/melee characters.

These are all subject to change however as the game is always evolving/changing. While the base abilities probably won't dramatically alter (ie Altmer being good magicka users) which is the "best" tends to shift from patch to patch with flavour of the month.

Short version as best as I can put it.

Anything that uses magicka be class or weapon scales off max magicka and spell damage

Anything that uses stamina be class morph or weapon scales off max stamina and weapon damage.

So it depend on what skills you wanna use like night blades have like what 5 stamina mophs while DKs only have 2 (which is stupid and DKs need more stamina options and NO not a stamina whip).

As for races well high, dark are magical while nords redguards, orcs, khajiits, imperials, and wood elves are sorta stamina-ish while lastly bretons and argonians are i'm guessing hybrids maybe argonians are healers im guessing ..... argonians need a totally new racial passive skills

When ESO released, all class skills were magicka based. It is not like this anymore; stamina-based class skills scale from stamina and weapon damage (the ones that cost stamina to use), and magicka-based class skills scale from magicka. Weapons skills are the same way, so staff abilities will scale from magicka and spell damage (b/c they cost magicka) and 2h, bow, dual-wield, and board&sword scale from stamina and weapon damage.

There is nothing in this game that you will be unable to complete due to your choice of race. You can literally do whatever you want. Your attributes, gear, skill choice, CP, and player skill will determine whether or not you can complete content.
