Installer download pause deletes all previous downloads and starts from scratch.

ESO game AND launcher have Administrator priviledges
2 part problem:
The game believes it is ready to play, and will crash on boot up
- Although I know it needs to download more content (~32gb of downloads)
I run repair on the game, verifies all files and begins downloading the missing content
- I pause the download (after 10gb + of downloading), exit the launcher and start it up later to continue. It deletes all previous downloaded material and and starts from 32gb required download.
As much as I wish to play, I dont want to waste my bandwidth redownloading everything if I want to pause it.
Please tell me there is a work around or something to the effect of 'The game files will be recognised when the remaining missing parts are downloaded (32gb - ~10gb)'?
