Can someone add to many points to one skill that actually will not be worth the points you put into it? I read somewhere that more than 37 points put into 1 skill starts to give diminish returns in that skill. Is this true?

The last 50 CP gives you 10%
Yes there are diminishing returns, but not so much that you wouldnt still cap out the best stars.5 -

As an example: For a a magicka DK dps, you have elemental expert, elfborn, and spell erosion. Because 1% increase to damage of critical hits or 1% to spell penetration is inherently inferior to 1% more damage, you have to split your points between the three so that your amount in elfborn and spell erosion(both increasing your damage by a lesser amount) so that the amount of damage added by these two would be better than what you could have gotten with the diminished amount in elemental expert.
Players do get less and less benefit with each point, which is why players spread points out between stars. That, however, does not mean that you should not put 100 points into, say, mighty, thaumaturge, elemental defender, blocking cost, reduced stamina/magicka cost, recovery, or elemental expert for example.
