To bring other campaigns alive you could give the players there ap bonus for restricted time (for several hours). So in the morning if there is only 1bar population that faction get +100% ap bonus. if the population reaches 2bars the faction get +50% ap bonus. In the evening 1bar population and you will be rewarded by +200% ap bonus and 2bars: +100% ap bonus. Also there should be a queue limit for several hours, so only 24 players per hour can join the campaign.

What about the majority of players getting home between 4-6pm from work and school? Shorts them out of playing with their guilds/friends.

yes to the AP changes, no to the queue limit.

and in all honesty, if some of the guilds in AS would just leave that lag filled mess and go populate some of the other campaigns, there would be a place to play besides AS (speaking from NA POV) But people will go where the AP is; and as long as AS gives the most AP the rest will fall behind.
