I dnt even know what this is called

but. see streamers use these things that let them see how much damage they are putting out the,selves and the way their stat bar looks, which add n do the use? I want to use this to improve my gameplay

The two most popular user interface addons are FTC (http://www.esoui.com/downloads/info28-FoundryTacticalCombatFTC.html) and LUI (http://www.esoui.com/downloads/info818-LuiExtended.html) which both include a DPS meter. You will have to check out both of those links to see which the one you liked was, or maybe it was another interface.. you can check out other addons at http://www.esoui.com/addons.php.
