Any way to Level in other zones? (besides starting in their faction)

I ask because I am leveling two characters. The pace doesn't concern me. It's fine.

What bothers me is that I am just doing the same loop of quests because I seem to be stuck in the Ebonheart pact leveling zones.

I want my characters to be EP (I have no interest RP-wise in AD or DC), but it's a little ordinary re-tracing steps through the same quests in the same zones.
Is there really only one set of zones per faction for each level bracket?

    You have to get to cadwell's silver to unlock the next zone.

    Unfortunately yes, there is only one set of zones per faction for each level bracket. At first (who am I kidding, it still does) it struck me as kind of odd, but I guess it's understandable considering how the game is designed.
    With Thieves' Guild I believe, you can choose whichever alliance to quest in after you reach level 50 (cadwells silver and gold), this is a step in the right direction but it doesn't really fix the issue with leveling alts.

    I wish I could go anywhere once I reach, say level 10, and choose what zones to quest in and what quests to do. I wouldn't mind it if they enabled a mode where you could just skip all zone main quests and only focus on side quests and still get skill points, but maybe that's just me. It's not really an issue, but it sure keeps me from making any new characters.

    This is where I am at right now (mentally).

    I want two characters. Both EP.
    One as my NB stealthy, with 3x crafts.
    One as Sorc, with my OTHER 3 crafts.

    I have been doing well so far (up to level 22) with using whatever bank slots and bag slots etc to have the two "synergize" as much as possible to level actual level as well as crafting....

    ...but now, 2/3 of the way through Deshaan..and I am feeling it. Same faces/voices/mobs/scenery...quests..

    Didn't really want to have to do this, but I am now contemplating leaving one character behind and just leveling one. Won't be ideal for crafting though.

    @Pr0jectseph sorry mate, but you will feel the same very soon no matter what. When you get to veteran ranks and you start going through the zones the same feeling will appear. Not to mention leveling new characters through the zones you already did while lvling your first character through cadwell silver and gold.

    Well, you could quest in Orsinium, Cyrodiil, Imperial City or Hew's Bane when it gets released. If you go to Cyrodiil or Imperial City, you need to be aware, that those are pvp zones, so don't get mad, when another player kills you while you do a quest.
    Alternatively you could level your character fighting against other players if that's fun for you.

    If you buy the DLC you can go to Wrothgar and level there.

    But other than that you're restricted to your factions zones and there's only 1 set of each.

    Eventually enough DLC will be released that you can level entirely to 50 through DLC zones. (50 being the new level cap after Veteran ranks are removed).

    But right now you're stuck (Understandably so) with your faction's quests until veteran rank.

    Yeah, if you are leveling them both at the same time, it can get tiring. I always leave about a zone worth of "buffer" for my toons so I don't feel like I'm doing the same quests 5 times in a row. It's worked well so far. I completed all of EP on 4 characters so far.
