Buying vampirism in crownstore

When i do that am i a vampire or have i to do quest's first , and what about bloodsucking have i to do that and can i do that on npc's too ?
Sorry for a;; the wuestions but i am new to this game.

It will immediately unlock the skill line for you; you will not need to go through the normal process of getting bitten by an NPC/vampire player and then embarking on the short quest to unlock the skill.

Feeding on blood is not mandatory except to stay in certain stages, Stages 1-4. Different stages will have different effects on your stats. You can feed on either humanoid NPCs or enemy players in Cyrodiil; not sure if there are any other sources of blood.
