Bow with Ice enchant

I like this combo for the snare effect, but was wondering if any one knows if the chances of a 'proc' can be increased w/ traits or is it a RNG thang?
Also, the secondary 'proc' root/encased is so rare. I might see it 2 times a week, is this normal for all weapon 'procs' or is the ice secondary supposed to be that rare?

The ice stun on heavy isn't all the time. It's a small chance and not related to trait or anything. But there is a trait for the weapon that decreases cool down (charged trait) by 40% iirc so it'll give a higher proc rate. Drains soul gems though.

Thanks for info, was just wondering if the secondary proc w/ ice enchant was bugged, I've tryed the lightning enchant and it seemed the 'disintegrate' procced quite often.
