No-one much has a problem with group content in a MMO, but as a game evolves and people advance to new content some of the old group content needs to be adjusted to allow for the fact that there simply aren't enough people consistently wanting to do that content to form groups any more. It's either that or let the zone remain unused which is a waste.

Something uniwersal, like... Epic/ legendary tempers
- Remove the group requirements on those locked rooms.
- Make the delves public instead of instanced.
- Voila! Cheap refreshed content!
Surely there's an intern or something can work on this for a week? It's not like it requires art changes or media, and uses existing mechanics.
While we're at it, that one public dungeon in the Alik'r Desert has the same stupid pressure plates on the group boss event for no reason I can fathom.
