Being in south america your latency is crap for sure.
Come back in 2 years and maybe ZOS will have removed the AOE caps that play a major role in the lag. Note that I said MAYBE in 2 years, it might take longer.

You can thank ZOS for the infamous lighting patch...that's what screwed up the game.

Wrobel said on the latest eso live that they dont want to remove the aoe caps because the big groups will die to fast. Emphasis on the big groups. So I woudln't hold my breath if I were you.

@sparafucilsarwb17_ESO do you know what version or roughly when that patch came out? I want to take a closer look at the patch notes, compare them with any technical changes from the Imperial City patch.
I'm in the same situation as most others commenting on these topics, performance was great then a patch came along and introduced this weird behaviour of framerates dropping down to 10fps for a few seconds before returning to normal, and this keeps happening sometimes as often as a few times a minute.
I thought it was the Imperial City update that introduced the problem, but an update that affects lighting ties in with what I've noticed about braziers and other light sources sometimes triggering the framerate drop, especially when I've entered a delve or dungeon and there are several braziers or torches inside the entrance.
