No idea but they are quite rare. I've only found 5 and I do it everyday day on multiple character

I think the good old zos reduced the drop rate of the pages in craglorn so you can buy orsinium and get them faster again.

i think they dropped the drop rate in general. i used to get them a lot more in craglorn and i have gotten only 2 in orsinium

I got a page for completing in Windhelm on my level 22 Master Chef so don't think it is just craglorn. But I could be wrong
