These Ideas are just to open your mind about racial skills and builds, a race being able to perform more than one role or perform that role well .-.
Every Racial has 3 ranks, note that the numbers are unbalanced and for this to take effect class passives would be nerfed and monsters buffed.

Orc:
Brawny: Increases maximum Health and maximum Stamina by (3/6/8%)
Robust: Increases Health regeneration by (10/20/30%) and reduces Dot on you by (3/4/5%)
Swift: Reduces sprint cost by (4/8/12%), increases sprint speed by (3/6/9%) and increase melee weapon damage by (2/4/6%)
(no name yet): Spell Resistance increase by (?/?/?) and increases the amount of damage you can block by (3/4/5%)

Nord:
Swift: Reduces sprint cost by (4/8/12%), increases sprint speed by (3/6/9%) and increase melee weapon damage by (2/4/6%)
Severe Environment: Increases Health regeneration by (6/13/20%) and Stamina regeneration by (3/6/10%) and reduces slow effects on you by (5/10/15%)
Cold Affinity: Increases Frost Resistance by (?/?/?) and increase spell damage with frost done by (2/4/8%). slow done by frost spells increased by (3/6/10%)

Magic penetration: Charge attacks deals +(2/4/8%) damage and apply a debuff that decreases enemy spell resistance by (3/6/10%) for (2/4/6s). (the debuff can't be blocked)

Wood Elf:
Y'ffre Endurance: +6/12/18% Stamina Recovery and +(2/4/6%) Magicka Recovery
Resist Affliction: +(4/6/8%) max Stamina and +(?/?/?) poison resist.
Stealthy: -1/2/3M Stealth Radius and +(4/8/12%) damage from stealth
Y'ffre Blessing: increses healing done and received by (3/6/10%) and increases max Magicka by (3/4/5%)

Amphibious: +50% Swim Speed and Restore 2/4/8% Max Health, Magicka and Stamina when you drink a potion.

Carnage: +(2/5/8%) Weapon Critical and whenever a nearby enemy dies restore (1/2/3%) max Magicka and Stamina.
