2.2.11 Patch random FPS reduction

Ever since the 2.2.11 patch I have had issues where my FPS and latency would worsen for about 5 seconds randomly making the game at times unplayable. I notice this more often when in Orsinium or its DLC areas including Maelstrom Arena but it happens in all places including Veteran areas where there are hardly any other players.
Anything I can do to fix this? I had no issues prior to this patch and even reducing all settings to the lowest possible does not help with this FPS drop. (Nothing on my PC has changed either)
