So, I'm an Imperial Templar vr7 and want to survive in pvp. I currently have all enchants stam and all att points stam. Which way is the best way to get over 20k health?

TESO needs a wardrobe system badly. Something similar to WoW's tmog system would make this game one of the best mmorpg out there!

Are you running max health and max stamina food too? I'm usually around 20k health with food outside pvp and 25-26k in pvp

Currently it doesn't matter how you get your hp, the stamina you loose to get a certain amount of hp is always the same.

What kind of Bufffood do you use? Unless you use magicka reg + stamina reg drinks, you should be above 20k hp anyway with your Imperial passive.

Just went to Cyrodill and my health went from 11k outside of Cyro to 17700k. So with the food buffs should get me to around 21k. Is 21k good enough to survive in pvp?

    11k outside pvp + 4.4k food + 5k pvp buff > 20k

It's better to put all attributes into magicka or stamina, than use enchants if you need more health(or more stamina for block&dodge or you're a magicka build).

Playing like that you can change build by changing armor. Ends up way cheaper and quicker than having to re-spec all attributes for different roles or content. Because in PvE as dps you only need the health blue food gives. In PvP you might need a hint more as well as way more recovery. Easier to just change a few pieces of gear.

Unless you're aiming for a hardcore PvE tank trial build, dont put any attributes into health.

If you want to increase your health pool I'd recommend doing it over the attributes, as it is easy, precise and cheaper to rechange if needed (provided you use kuta enchants on gear).
in Cyrodiil you want to aim for 20k health to be on a somewhat safe amount, however it totally depends on your playstyle and what you prefer. I for example run different amounts of health on different characters depending on the playstyle and role those characters are used for in PvP.
