Lag everywhere after upgrading my PC and to Windows 10

I just upgraded to windows 10 along with upgrading my PC and ESO is running terrible; however, all other games run great. No matter where I am in the game, skills are delayed and latency usually sits at 999+. Just looking for some tips or trick before I roll back to 7, if Windows 10 is even the issue. ESO's ports are set to forward in my Nighthawk and my network has been rebooted. Rig is below and all drivers are up to date. I sent in a ticket last night but the game crashed just as I was grabbing the ticket #. Thanks in advance!

MB - ASUS Maximus viii Formula
CPU - Intel i7 6700k
RAM - 32GB G.Skill Trident 3000Mhz
GPU - MSI 980ti Lightning
OS and ESO run on Samsung SSD

    Do you have all of your Windows updates up to date, and what driver are you running for your 980ti?

    All my updates are up to date and I just updated the driver to 361.75. I see that 361.91 was released today so hopefully that will fix the issue. I have just about every body part crossed! :)

    No luck :( Latency meter wasn't high although lag progressed the more combat continued. I was playing in Grahtwood and Greenshade. It seems to only happen during combat and my FPS is between 90 and 100. I installed the latest GeForce driver(361.91) and made sure all Windows updates were up to date. All other drivers are current as well and I have completed the troubleshooting listed in http://forums.elderscrollsonline.com/en/discussion/105574/known-technical-issues-troubleshooting-pc#latest. All add-ons are disabled, same for my AV software. All ports are opened in my router and its firmware is up to date. I am going to install Windows 7 on a different drive and install ESO there to test that out unless you have any other ideas. Your help is very appreciated!

    Have you tried running the game in the "Windowed Fullscreen" graphics mode and see what happens to your latency numbers?
