Building up ult for energy overload

Does overload need to be slotted on both bars for it to keep gaining ult? can I slot meteor for the regen on bar 1 (without using it) so I can use overload on the backbar when I need to?

Yes you can slot meteor on your mainbar and overload on your backbar.

Meteor on your main bar gives you more max magicka and therefore a stronger ward. However, slotting Negate or Atro will give you more spell damage. Regardless of what you slot on your main bar, you will accrue up to 1,000 Ult for using Overload on your back bar

Ultimate is ultimate, the bar does not matter. My 2 cents, just double slot Overload. I believe the spell damage boost slightly outweighs the extra magic from meteor. It will also save you the trouble of wanting to jump off a bridge when you accidentally cast a meteor and blow all your ultimate. I did that once in VMA and meteor hasnt been on my bar since.
