It comes from certain Dolmen bosses..

Best place to farm it is Cyrodiil because it will drop at v16. You will probably blow your brains out before you complete the whole set tho..

It's a great Set, using it on my Magicka DK in PvP. It drops from dolmens in Cyro but only from bosses. Bought all Parts: 150k Crown, 150k Robe, 300k Shoulders, 550k the Staff, 0 for the gloves coz a friend of mine dropped them after 1 Dolmen and selflessly gave them to me for free.
Heard from people who were farming it they had 1000 dolmens and just got two or three parts, easier to make the gold.

This set is really hard to farm. As it was said, it only drops from dolmen bosses and chests. And if you want the vr16 version, you have to do in Cyrodiil, where you occasionally have to deal with gankers, too. You will probably save yourself a lot of time if you instead farm the gold to buy the set from a guild trader.,
