What's the most optimal way in level skills when you're a tank?

Cause I hate spending money just to respec into a Stamina DPS just so I can go into Old Orsinium / CWC / Imperial City in order to level ONE skill to Rank IV.

Doing the repeatable (town) quests in Cyrodiil is an easy way to level skills. XP is good, and being a quest you can always make sure that the bar with the skill(s) you want to level are on the selected bar when you turn in. Just keep doing them until it is leveled.

If you're a min/max tank as you're implying and your dps is so horrible you can't complete content in a reasonable time frame then I understand your issue. You may not need a complete respec just to do some skill farming. Even something as simple as a dps gearset could get the job done. Either a magicka or stamina set of gear with all glyphs made to match. If you're just grinding random mobs, you can craft it up on the cheap as a v14 set instead of wasting end game mats. That should give you enough offensive punch to get through leveling content to get your skills up. I wouldn't consider it top notch dps for dungeons but good enough for your purposes.

You dont really need to fully respec, just changing gear should be enough. Mobs is Orsinium are very weak.
Also, daily pledges give a decent amount of exp. Its only 1 of each per day, but still...
